After the bell is rung, leaving and returning later reveals that the Grand Bell has transformed into Songclave, a town hub. The Caretaker may insist that helping pilgrims is pointless, but Hornet can still make a difference.
At the Songclave Wishwall, Hornet should pick up the Fine Pins quest first. Fulfill that wish, turn it in, then leave and return once more. A new Wish will appear on the board: Cloaks of the Choir. Promise to fulfill it, then head back into the Choral Chambers.
